How lengthy will York be in Tier 2? Your questions answered on newest guidelines and restrictions
York leaders have answered people’s questions about the new Tier 2 restrictions, which will be the first to go into effect on Saturday morning.
How long will York be in Tier 2?
Sharon Stoltz, York’s director of public health, says the government will determine which tier councils will be on and when they will get out of these restrictions.
She said the government will look into factors like the number of cases, the positivity rate, the impact on the local NHS, the number of outbreaks, and how to manage outbreaks effectively.
The measures are to be reviewed in 14 days.
How sure are you that the Tier 2 restrictions will work?
“Our confidence will come from the extent to which we see a range of behaviors across town that are consistent with best practice,” said Phil Mettam of York NHS CCG.
“It depends very much on our individual responsibility.”
Ms. Stoltz added, “The Tier 2 restrictions alone will not be enough to prevent us from getting into Tier 3, which obviously neither of us wants to see.”
She said having an effective testing and tracking system is important, adding that people must follow self-isolation guidelines when being contacted for testing and tracking or waiting for a test result.
Is it still difficult to book a Covid test?
“It’s getting better almost every day,” said Mr Mettam.
He said there are more tests available. People are encouraged to keep trying to book a test if they have problems.
Should I get a test if I have no symptoms but have had contact with someone who tested positive?
People should only request a test if they have symptoms of Covid.
Does Spark York count as an outdoor venue?
The seating in each individual unit is considered an indoor venue – where no tier 2 households can mix – said Andrew Lowson of York BID.
But the area under the canopy counts as outside, he said, because the sides are open and there is airflow. This means that groups of up to 6 people can meet in the main area under the canopy.
What additional support is available to companies in Tier 2?
“There is a big concern about what this means for businesses,” Lowson said.
“I think companies are very keen to see entities like the council lobby lobby in support of Tier 2 companies.
“Tier 3 businesses can get access to a vacation program and some grants that Tier 2 doesn’t have.
“We’re not getting as many visitors as we normally would. We used to get a lot of visitors from Tier 3 areas and they shouldn’t be traveling to other parts of the country now.”
He said more outdoor space is needed for businesses to trade.
How are businesses preparing to ensure that Christmas is safe for both retailers and buyers?
Much work has been put into the safety of businesses and businesses in Covid, according to Cllr Andrew Waller.
“Retailers understand that Christmas is crucial,” he added.
New technology has also shown that 70 percent of visitors to York last week were from the area, Lowson added.

However, under Tier 2, people cannot visit York to stay with friends or family because households are not allowed to mix.
People are allowed to stay in hotels and pensions, but have to live in their own household.
Residents are advised to minimize their travel as much as possible, but they are allowed to travel outside of York.
Why is my child allowed to mingle with other children at school but not go to someone else’s house?
Schools are classified as Covid-safe settings and use test and trace to control outbreaks, Ms. Stoltz said.
But she said she understood the parents’ frustrations: “It doesn’t seem intuitive not to let kids mix outside of school, but that they can mix at school.”
Can craftsmen – including mobile hairdressers, builders, plumbers, and other traders – come into people’s homes?
Yes. You should already be following covid-compliant guidelines, Cllr Waller said.
He said it was allowed under Tier 2.
Why didn’t York get into Tier 2 earlier?
Ms. Stoltz said: “The short answer is: I don’t know.”
She said the government had changed the system – and that York was first included in the North Yorkshire area’s Tier 1 restrictions.

Yes. Cllr Waller said: “There is nothing that prevents people from moving.”
He said rooms can still be rented to sub-tenants – but the person then becomes part of the household.
